THE ORGANIZATION OF AMERICAN STATES AND THE HEMISPHERE CRISIS

At this time of challenge to United States policy in the Western Hemisphere,
as Fidel Castro implants a Communist regime in Cuba and the new Alliance
for Progress meets many obstacles, we seek a firm basis for cooperation and common action with Latin America. The historic agency for that cooperation is the Organization of American States. Is it adequate for the tasks ahead? Ambassador Dreier brings wide experience and refreshing candor to his ex-amination of the O.A.S. He assesses its achievements and shortcomings, its problems and opportunities. This is not just a description of institutions but a discussion of issues. Above all, he looks at the basic problem of how this unique organization of one great power and twenty smaller states can be strengthened and made to work for the best interests of all.
Long associated with the State Department, Mr. Dreier served with distinction for ten years as U.S. Representative and Ambassador to the Council of the O.A.S. At present he is Visiting Professor of Latin American Affairs and Di-rector of the Inter-American Center at The Johns Hopkins University. |
